In iPhone 3G you will not find Game Center app, but there is a hack available to get the application into the 3G. But the first requirement in order to do so, your iPhone 3G running on iOS 4.1 must already be jailbroken, then follow the instruction written here to enabling the Game Center function toward iPhone 3G from WinterBoard.
