In general PC browser term, we call it Tab, in the iPad you can open multiple pages at the same time, and open of each of the page in the new windows. Rather than tapping the link, you can hold and press it and there will be an option popup appears says: "Open in New Page". Hit it then, and your Safari will open a new tab (window) to start loading your hit link:
If you want to return the previous page, then point your eyes to the top of the browser, you will see an icon that looks like two overlapping pages or boxes. Press the icon, you will be presented with entire pages you opened previously. To close each of the pages just tap on X.
